• Who are you? What do you do? Are there any presentations of you on the internet (websites, blogs, social media, papers, projects) that hint what you are like in real life?
• Do we have any mutual context? (programs, experiences, hobbies, people)
• How did you find me? How can we collaborate? What do you need?

Go for bullet points. Your name is already available in your email, so no need to feel constrained by pleasantries, but feel free to write in the mannerism most suitable to yourself.

So long as it doesn't seem like obvious marketing/spam, I will find the time to get back to you so that the time you spent drafting an email is not wasted.
